This point is different if you have the Comprehensive Hiring SKU/Add-on or not. With the Add-on the offer status updates based on the actions you do in the offer app.
If you don’t use the offer app, and you are ready to offer the job to the best candidate you go to the offer stage and set the offer status as preparing.

When you are done preparing the offer, you can change the status to Accepted or Rejected.
